Parking Citation Hardship Payment Plan

MRCA Payment Plan Option:

MRCA’s Payment Plan provides parking citation recipients the option to enroll parking citations in a monthly payment plan. Citation recipients who enroll must make minimum monthly payments based on the total amount enrolled. Failure to make minimum monthly payments and failure to complete the plan by the completion date will result in plan cancellation and penalties being added to past due citations.

Low Income Payment Plan – $5 Enrollment Fee

There is no limit to the number of payment plans or total fine amounts for Low Income Payment Plans. Citation recipients must pay the $5 enrollment fee for each contract and cannot add citations to already established contracts. Late penalties are removed at time of enrollment, but will be reinstated if the plan is not completed. Additionally, citations must be enrolled within 60 days of issuance.

Timeline for completion and minimum monthly amounts due are based on the total amount enrolled in a payment plan.

Low Income Payment Plan Income Requirement

Citation recipients with a gross annual income (before taxes) at or below the levels indicated below are eligible for the Low Income Payment Plan.

Proof of Eligibility

If you are in possession of a current Lifeline, Medi-Cal, EBT, SSI, SDI or other California State Benefit card, you may use an unexpired card to verify your eligibility. If you do not have one of the above, please be prepared to provide your most recent year’s tax return and copies of W2s. If you do not have a SSI, SDI, SSDI, Medi-Cal or EBT  card, then use this form to verify income eligibility for MRCA’s low income programs.  APPLICATION FOR INDIGENCY .

If not submitting in person, you may submit a copy of the cards or documents. Copies will not be returned, but destroyed after MRCA verification unless you provide written instructions otherwise and a self-addressed stamped envelope.

Submitting Payments

Minimum monthly payments are due no later than the 15th of each month.

The online payment program accepts payments by credit card only.

In Person:

MRCA may accept payments by credit card, money order, check or cash in person.

By Mail:

Send check or money order payable to “MRCA”. Reference the Payment Plan number and license plate on the check/money order. Remember check must arrive at MRCA’s office on or before the 15th of every month.

No Payment Reminders:

MRCA does not send monthly payment reminders. Payments are expected on the 15th of every month. Citation recipients are encouraged to set up their own payment reminders. Helpful tips include: taking a photo of your payment plan agreement, setting regular reminders in your calendar, and telling a family member or friend who helps you with your finances.
